The Department of Justice and Community Safety is seeking an Executive and Operations Coordinator to provide a critical role within Tobacco Licensing Victoria (TLV).
About the Business Unit
The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, TLV has been established to deliver the Government's commitment to implement a tobacco regulation and licensing scheme.
Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria is implementing a tobacco business licensing scheme and regulator to strengthen tobacco regulation. Since 1 July 2025, tobacco retailers and wholesalers can apply for a licence to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in February 2026.
About the Role
Reporting to the Director, Corporate Services and Operations, the Executive and Operations Coordinator will be responsible for supporting Tobacco Licensing Victoria's senior leadership team to deliver upon the branch's strategic objectives.
The role operates within a complex and dynamic environment that requires a capacity to exercise sound judgement, and the ability to proactively develop and maintain effective relationships with key stakeholders, using influence and negotiation skills to support the provision of clear advice to support effective, timely actions.
Core to being successful in this role will be your ability to understand new subject matter quickly, demonstrate appropriate initiative, analytical and problem-solving skills and strong written and verbal communication skills.
As the Executive and Operations Coordinator some of your duties will include:
- Provide high level support services, accurate advice and information to the Director, Corporate Services and Operations and Senior Leadership Team in line with expectations, and consistent with policy and program directions.
- Coordinate, manage and track branch deliverables ensuring actions are completed and products delivered in a timely manner and to a high-quality.
- Provide executive support to key committees, including the preparation of agendas, minutes, strategic briefings and presentations.
- Manage and respond to a wide range of confidential and sensitive matters, ensuring appropriate action, discretion, and follow-up.

- Highly developed organisational skills with the capacity to meet strict timelines, attention to detail, work cooperatively within a team environment and balance competing priorities.
- The ability to deliver in a high-pressure environment with integrity and resilience and a proven ability to build trust through consistent actions, values and communication.
- An understanding of the department's structure, responsibilities, climate, and culture - including the issues and pressures to which the organisation must respond (highly desirable).
