Job Purpose
The Procurement Manager will plan, organise, lead and control the project procurement function and requirements for the project.
This role will direct, manage and lead the Procurement team in an effective and safe manner, supporting the delivery of UGL Regional Linx, ensuring predefined goals, milestones, performance and service level objectives are achieved. This role will also assist the Legal & Commercial Manager, liaising also with Contract Manager (Downstream) with managing all commercial, procurement and financial aspects of contracts and subcontracts, ensuring compliance with UGLRL obligations and policies at a project and company level.
Key Responsibilities
Lead a highly effective, organised team, delivering the right materials with the right quality at the best possible price.
Support CRN project / contract delivery through involvement during tender, preparation of procurement plans and procurement execution to ensure project / contract margins are maximised.
Lead the negotiation of superior supplier contracts and achieve the best commercial terms including lower prices, price certainty and early payment programs.
Drive the communication and implementation of the UGL Procurement Policy across the project/ contract.
Ensure strong compliance to the UGL Procurement Policy and procedures across the project/ contract
Order Administration: Establish standardisation in processes, procedures and performance across all procurement activities to ensure a lean, efficient process.
Continually review the achieved KPIs against pre-determined performance indicators, implementing changes and adjustments as required to deal with project/contract variations, non-conformities, budget changes and customer requirements.
Drive robust reporting to both internal and external customers/stakeholders.
Coordinate all material and equipment resource requirements for the project, liaison with commodity leaders and operational procurement teams to ensure the right materials are available at the right time and within budget, establishing bills of materials, procurement control systems and capital expenditure requirements, while continually reviewing and adjusting as necessary.
Qualifications
Proven understanding and working knowledge of procurement, with a minimum of 10 years’ experience leading a significant procurement function in a heavy industry/ rail operations and maintenance/ high capital-intensive business.
Ability to manage multiple competing stakeholder demands in a time critical environment.
Excellent leadership skills: people management and interpersonal skills.
