About the role
As Commercial Programs Manager, you’ll lead commercial strategy, contract management, and procurement oversight for a key housing portfolio. With full accountability for outcomes, you’ll guide the delivery of major programs and ensure financial, legal and risk frameworks are upheld.
Working across legal, development, regulatory and finance teams, you’ll drive informed decision-making, oversee procurement processes, and support contract execution and compliance.
Key responsibilities include:
Provide expert commercial advice on contracts, tenders and strategic investments
Lead complex negotiations across development, construction and service agreements
Champion procurement excellence and ensure probity compliance
Analyse financial models and investment return metrics
Manage commercial and operational risks across programs
Support internal and external reporting and governance processes
Collaborate with internal teams and represent HCA in external negotiations and forums
About the team
The Homes division is committed to expanding and enhancing Housing Choices Australia's portfolio of safe, affordable, accessible, and sustainable housing. It oversees the planning, development, and asset management of properties, focusing on high-quality construction, energy efficiency, and long-term maintenance strategies. The division ensures homes meet evolving resident expectations and contribute positively to community resilience and sustainability.
Skills and Experiences:
About you
You’re a commercially minded leader with a strong understanding of contracts, procurement, and risk—and a desire to contribute to something bigger.
You will have:
Tertiary qualifications in commerce, law, business or construction
Extensive experience in commercial roles within housing, infrastructure or similar sectors
A proven record in contract negotiation, risk oversight and procurement
Strong stakeholder management skills at executive and government levels
A strategic mindset with excellent analytical, decision-making and communication skills
Experience balancing commercial outcomes with social value delivery
