The Department of Justice and Community Safety is seeking a General Manager to provide a critical role at Tarrengower Prison.
About the Business Unit
Corrections Victoria operates Victoria's adult prison system, seeking to provide safe and secure containment and an environment and programs and services that support rehabilitation. Corrections Victoria runs 13 public prisons, one transition centre, and oversees privately operated prisons.
Through delivering correctional services that are gender responsive and consistent with Trauma Informed Practice Tarrengower Prison plays a critical role in supporting women transition back into the community at the completion of their sentence.
About the Role
The General Manager of Tarrengower Prison is responsible for the good order and safety of the prison and for creating and sustaining a workforce culture built on solid values, professional excellence, and teamwork. The General Manager is to foster a safe and supportive culture and develop a structured day in which prisoners are constructively engaged and challenged through the Offender Management Framework to address their individual risks and needs in order to promote the best prospects of rehabilitation.
Reporting to the Assistant Commissioner, Custodial Operations, the General Manager leads and manages the delivery of correctional services at the prison to achieve the safe custody, welfare and rehabilitation of prisoners in accordance with the policies and standards set out by the Commissioner, Corrections Victoria in the Commissioners Requirements, Deputy Commissioner Instructions and Service Delivery Outcomes. The General Manager is responsible for driving the prison towards achieving its vision and direction in line with the Corrections Act 1986 and the Corrections Regulations 2019, identifying and responding to emerging strategic issues and developing and implementing business plans. The General Manager will be integral to driving implementation of reforms at Tarrengower Prison stemming from the Independent Cultural Review of the Adult Custodial Corrections System.
The General Manager leads all disciplines within the prison staffing complement to achieve business objectives and performance benchmarks within the pillars of people, safety, performance and budget outcomes.
Some of your duties will include:
- Lead a culture that is safe, respectful and inclusive of all staff and prisoners and people who come into contact with the prison.
- Drive Tarrengower Prison to achieve Corrections Victoria's mission to provide safe, secure, humane, and cost-effective correctional services to prisoners and offenders, and to provide opportunities for their rehabilitation and implementation of recommendations arising from the Independent Cultural Review of the Adult Custodial Corrections System.
- Develop, implement, and manage all aspects of the strategic and day-to-day operations of a prison, managing the rehabilitative, security, safety and deliverables of the prison in a manner that is gender responsive and consistent with Trauma Informed Practice.

About you
To be successful in this role, you will have:
- Extensive leadership experience managing people and developing a safe and supportive culture across a diverse workforce, leading by example and demonstrating the values and behaviours of the department.
- Extensive experience directing, overseeing, and managing daily business activities and developing and implementing effective business strategies and programs.
- Recognised knowledge, specialist expertise and a record of achievement in custodial operations or similar operational program areas, preferable in an institutional context within a complex, statutory operating framework.
- Demonstrated ability to understand and apply relevant legislation, procedures, guidelines and policies within the Criminal Justice System of Victoria.
- Demonstrated ability to provide leadership within a highly complex secure environment, preferably in relation to clients with multiple and complex needs and/or within a legislative framework.
Qualifications and requirements
- A qualification in Business Management/Human Resource related discipline or commensurate experience to meet the key accountabilities relevant to this role is desirable.
- A full and current Victorian driver's licence or a minimum P2 driver's licence.
