The Victorian Local Jobs First Commissioner is appointed by the Minister or Ministers responsible for the Local Jobs First Act 2003.
The Victorian Government is the largest procurer of goods, services and construction works in the state, and uses its purchasing power to help develop local industries, create jobs and boost economic activity across Victoria. To support this agenda, the Local Jobs First Commissioner will help drive delivery of the Local Jobs First scheme, including the Local Jobs First Policy and the Major Projects Skills Guarantee.
The Commissioner:
  • advocates for local businesses, workers, apprentices, trainees and cadets
  • collaborates with departments and agencies to improve local industry and worker access to current and future government procurement opportunities
  • supports opportunities for small and medium sized businesses on government projects
  • monitors and reports on compliance of local content and job commitments
  • demonstrates innovative and impactful leadership.
The Local Jobs First Amendment Bill 2025 will also give the Commissioner new compliance and enforcement powers to ensure contractors are meeting their commitments to use local workers, products and services on government projects, including the ability to issue civil penalties and conduct site inspections.
The successful candidate will be a highly credible leader who can actively engage stakeholders across government, industry and employee organisations and provide strategic advice to government on issues related to the Local Jobs First scheme. The role requires an individual with the ability to proactively monitor and manage compliance and lead development of strategies and initiatives with a focus on outcomes. Highly developed interpersonal skills are essential to consult, communicate, represent, influence and negotiate with stakeholders at the most senior levels within the public and private sectors.
The Organisation
The position will have a reporting relationship to the Minister for Industry and Advanced Manufacturing, with support provided by the Department of Jobs, Skills, Industry and Regions.
