The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

About the role
The Manager, Cabinet and Parliament Coordination is responsible for providing specialist and technical support to the Executive Director, Digital Policy and Cabinet by managing whole of department workflows to support ministerial briefings and tabling of documents in Parliament.

This position will also be required to draft, coordinate, commission and seek approval of advice for Cabinet and Committee briefing notes and co-ordination of cabinet submission comments and feedback, monitoring of items going forward for consideration and ensuring Ministers are appropriately briefed.

  • Provides high level advice on influencing and the needs of target audiences
  • Experience and understanding of the broad policy and operational issues facing the Victorian Government, together with a sound knowledge and thorough understanding of policy development and evaluation, and Victorian Parliamentary and Cabinet processes.
  • Guides others through the strategic planning process, creating a shared vision for the future.
  • Has a comprehensive understanding of external and internal issues that influence the strategic direction of the organisation.
  • Ensures that overall strategic plan cascades to operational and team planning processes and performance plans

Mandatory requirements

  • Demonstrated knowledge and experience in delivering Ministerial, Cabinet and Parliamentary or other government business services in a complex multidisciplinary environment.
  • Demonstrated experience in managing and leading a team.

Key Accountabilities

  • Manage and provide leadership to the Cabinet and Parliament Coordination team, working in close partnership with various groups and divisions within DGS, and other government departments to provide accurate advice on Cabinet and Parliament submissions.
  • Prioritises and allocates the workload in the Cabinet and Parliament Coordination team ensuring the team follows policies, processes, procedures, and Ministerial, Cabinet and Parliamentary requirements.
  • Manage a team of Cabinet and Parliament Coordination and Department Liaison Officers by providing clearly defined role expectations, monitor performance and provide timely and constructive feedback to ensure the team provides high level of service within demanding time frames.
  • Manage and coordinate the Parliament and Cabinet forward agenda, provide advanced information to DGS and stakeholders, establish, and communicate timeframes, actions required, and ensure a comprehensive plan is developed for key activities. Provide strategic advice and guidance to key stakeholders across DGS and other departments to consistently improve on the quality and timeliness of responses and the ensuring they meet the required standards in terms of accuracy and style.
  • Evaluate, and review complex, sensitive or emerging issues; and undertake the integration and synthesis of information from a range of internal and external sources to compile the required information for submissions, meeting papers, and other Whole of DGS policy issues and tasks as directed.
