The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. About the role
Reporting to the Operations Manager, the Program Manager is responsible for high level support and management of grant programs administered by CAV's Community Programs team.
The Program Manager is responsible for developing, managing, implementing and finalising service agreements, monitoring service performance and the delivery of CAV specialist programs and providing leadership to staff within the branch.
The role makes a significant contribution to operational initiatives and strategic planning of the Community Programs. Stakeholder management and people management skills are critical to success of this role.

  • Establishes and implements actions to increase level of people engagement
Technical Expertise
  • Understanding of the community programs delivered in Victoria by the not-for-profit sector is desirable
  • Experience managing funded programs or grants in a government setting is desirable
Mandatory requirements
  • As the role requires regional travel, a current Victorian Driver Licence is mandatory.

Key accountabilities
  • Initiate and effectively manage relationships with internal and external stakeholders, including building and maintaining beneficial partnerships within and outside of CAV including government, industry and community. This ensures effective project delivery and achievement of strategic outcomes.
  • Contribute to and assist with strategic management of those relationships in order to and gain co-operation, negotiate where necessary and maintain beneficial partnerships.
  • Manage staff including monitoring and aligning staff performance with strategic plans via feedback and modelling.
  • Encourage open and constructive dialogue with staff regarding work plans. Work to build the capabilities and confidence of staff and identify and capitalise on the diversity of staff thinking, backgrounds and prior experience.
  • As required, manage all aspects of (and/or contribute to) the delivery and performance of CAV funded programs.
  • Prepare expert reports at an advanced professional level (quantitative and qualitative), develop briefs on complex issues that provide option s for consideration and issue resolution as appropriate.
  • Provide high quality and expert advice in relation to specific programs, which may contribute to the development of standards and provide leadership and guidance to others as necessary.
