From 1 February 2025, the VPA became its own division within the Housing, Building and Land Delivery (HBLD) group of the Department of Transport and Planning (DTP). The Victorian Planning Authority (VPA) is the Victorian Government’s lead urban growth planning agency. We’re here to make an impact – planning for great communities and the infrastructure needed to support them, for all Victorians. We deliver expert, evidence-led urban growth planning solutions throughout the state. We have a clear and defined role: delivering zoned urban land for jobs and housing in designated areas across Victoria – in new communities, renewal precincts, regional cities, and towns – and advising on infrastructure coordination and post-plan delivery.
This is a fixed term role- 12 months
We currently have an exciting opportunity for a Strategic Planning Manager to join the Housing, Building & Land delivery Group.
The role involves leading and managing the assessment and preparation of structure plans and other strategic planning documents that shape the development of new communities, employment areas, and activity centres. It also includes providing expert planning advice and coordinating planning pathways for state transport infrastructure. A key responsibility is driving innovation in planning tools and practices to meet emerging state policy priorities and developing practical guidance for their implementation. The position supports a whole-of-government approach, working closely with contractors and a multidisciplinary team to align planning with transport, open space, community services, and essential infrastructure. It requires advanced leadership, technical expertise, and the ability to guide and mentor staff. The role also involves stakeholder engagement, negotiation with project partners, and resolving planning issues to align with state policy. A strong focus is placed on delivering housing, employment, and creating 20-minute neighbourhoods that support population growth and enhance access to services and public transport.
