The Department of Justice and Community Safety, Office of the Associate Secretary, is seeking a Budget and Finance Analyst to provide a critical role within Finance and Procurement.

About the Business Unit

The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer, and stronger Victoria.

The Finance and Procurement business unit provides department-wide financial, procurement and workplace services through strategic leadership and setting the direction, policy, and processes, and partnering with the department to build capability.

The Finance Branch leads the department's efforts to comply with government and legislative financial management responsibilities while driving a culture of strategic financial management across the department. It is responsible for the department's financial and budgetary policies and processes, including statutory reporting, accounts payable, accounts receivable, taxation compliance, government reporting (including Standing Directions), and facilitation of the annual budget process.

About the Role

The primary responsibility of the Budget Analyst is to contribute to an effective and accurate budget coordination and monthly reporting process and to provide support and assistance to senior management within Corrections and Justice Services group (CJS) and other managers and staff to ensure high quality financial management outcomes for the organisation

Some of your duties will include:

  • Responsibility for the preparation of regular financial and management reporting, including variance analysis, for a wide range of different audiences.
  • Coordinate and respond to requests for financial information - for example, monthly accruals, audit requests, responses to Public Accounts and Estimates Committee.
  • Engaging with CJS Managers to assist them with their budget management, through accurate and useful reporting and face to face meetings.

About you

To be successful in this role, you will have:

  • Sound understanding of budget development and reporting processes, particularly the annual budget cycle in the Victorian Public Sector.
  • Demonstrated knowledge and proficiency in the use of a finance system such as Oracle Financials and Axiom Budget Management System (or similar) and Microsoft Excel and Power BI at an advanced level. Coordinate and respond to requests for financial information - for example, monthly accruals, audit requests, responses to Public Accounts and Estimates Committee.

Qualifications/requirements

  • A relevant tertiary qualification, complemented by appropriate professional affiliation with either the
  • CPA Australia or the Institute of Chartered Accountants is highly desirable.
