Information for Expressions of Interest (EOI)
We are currently seeking expressions of interest for Independent Members to join the Council Assessment Panel (CAP) and help shape the future development of the City of Adelaide.
The CAP is established by Council under the Planning, Development and Infrastructure Act 2016 and is responsible for assessing development applications where public representations are received. This is a significant opportunity to influence planning outcomes in South Australia’s capital city.
The Panel consists of five members: one Elected Member and four Independent Members, with a Deputy (Proxy) Independent Member when required. We are now inviting applications to fill the Independent Member positions.
About the role of the Panel
The CAP makes decisions on development applications under delegated authority. The role of the Panel is to make impartial, informed decisions on development applications in accordance with the Planning, Development and Infrastructure Act 2016, and relevant planning instruments.
All Panel members must be registered as Level 2 Accredited Professionals.

About you
We are looking for individuals with:
- A keen interest in urban planning and development
- A strong working knowledge of the Planning, Development and Infrastructure Act 2016
- Relevant professional qualifications and experience in fields such as:
- Urban planning
- Architecture and/or urban design
- Sustainable environmental management
- Landscape architecture
- Heritage management and conservation
- Economic development
- Planning or environmental law
- Strategic, transport, infrastructure and/or social planning
While not mandatory, familiarity with the specific challenges and opportunities in a city council context is highly desirable.
Applicants should also indicate if they are interested in nominating as Presiding Member.
What is the commitment required of Panel members?
If successful, members will be appointed for a two-year term from 1 January 2026 to 31 December 2027. Meetings will be generally held once a month.
Remuneration
Members will be remunerated as follows:
- Presiding Member: $650 per meeting
- Independent Members: $550 per meeting

How will the Panel be selected?
Expressions of interest will be assessed by a selection panel, with final appointments to be endorsed by a resolution of Council. The City of Adelaide’s intent is to ensure a well-rounded panel with a breadth of expertise and perspectives relevant to planning and development within a capital city context.
