The Department of Justice and Community Safety (the department) is seeking a Deputy Emergency Management Commissioner (Readiness, Response, State Operations), to provide a critical role within Emergency Management Victoria.

DJCS Emergency Management

The Emergency Management group includes the department's emergency management accountabilities delivered through Emergency Management Victoria (EMV), Emergency Recovery Victoria (ERV), and emergency management statutory office-holders. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.

Emergency Management Victoria (EMV)

Emergency Management Victoria (EMV) is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination and delivery, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities. EMV is a division within the Department of Justice and Community Safety. EMV is led jointly by the Chief Executive and the Emergency Management Commissioner.

Emergency Recovery Victoria (ERV)

ERV is responsible for state and regional relief and recovery coordination for all emergencies to help communities build back better and emerge stronger. Working directly with impacted communities, all levels of government, agencies and industry, ERV coordinates real, effective and timely support that communities need to recover after a major emergency. As well as providing strategic leadership on whole-of-government recovery activities and delivering state recovery outcomes, ERV supports locally-led local recovery efforts to support councils and ensures that community is at the centre of recovery.

Emergency Management Commissioner (EMC)

The functions and powers of the EMC are outlined in the Emergency Management Act 2013 and include responsibility for ensuring control arrangements are in place for response to Class 1 and Class 2 emergencies; coordination of agencies with roles and responsibilities in Class 1 and Class 2 emergencies; responsibility for consequence management for major emergencies; and for providing timely briefings to the Minister and government on emergency events. The EMC is also responsible for the coordination of the activities of organisations with roles and responsibilities under the State Emergency Management Plan in relation to recovery from all emergencies, with these functions being delegated to the Chief Executive of ERV.

About the Role

Reporting to the EMC, the DEMC (Readiness, Response and State Operations [RRSO]) works within a fast-paced complex environment characterised by competing priorities and often deals with issues requiring influence and negotiation with multiple stakeholders to form innovative and strategic solutions. The role liaises, consults, and negotiates at a senior level across agencies, government, private sector and NGOs on a range of critical issues and identifies and alerts the EMC to sensitive and significant issues as they emerge.

You will be an accomplished executive, people leader and problem solver, with senior leadership experience in emergency management and coordination of operational activities in a complex operating environment. You will have a demonstrated commitment to working closely with critical partners and building leadership teams to deliver outcomes and ensure the highest standards of performance and integrity are achieved.

This role will require sound judgement, responsiveness, excellent stakeholder management skills, strategy and project capability, and the ability to perform under pressure.

Some of your duties will include:

  • As an active member of the EMV and DJCS Emergency Management Executive Team, you will be responsible for leading the direction and delivery of the work program for the Readiness, Response and State Operations (RRSO) Branch, including business and project planning; managing the allocation of resources and budgets; and ensuring effective delivery and reporting.
  • Leads the development and implementation of sector wide operational readiness, response and state operation programs, including support to state control and coordination, the 24/7 operations of the State Control Centre and stewardship of operationalising key functions and associated systems from State to Incident level
  • Drive workplace culture and practices that deliver on Government priorities and EMV's strategic directions. This includes the scoping of work priorities and programs, the delivery of those priorities, and building a high performing workforce that is service-orientated, collaborative, innovative, professional and engaged and safety and wellbeing focussed.

About you

To be successful in this role, you will have:

  • Demonstrated sound judgement and awareness of the political context, with a proven ability to perform effectively under pressure in a dynamic environment.
  • Demonstrated experience in managing emergency incidents at a senior management level within either an emergency sector Agency or State/National level emergency management control environment.
  • Demonstrated experience at Executive Director level in identifying, assessing and mitigating risk, along with managing large, diverse groups in a dynamic environment.
  • Proven verbal communication skills with advanced skills in writing and analysis for a wide range of audiences including the contributing to cabinet briefings and the development of business cases.
  • A strong knowledge and understanding of Victoria and of Commonwealth emergency management arrangements, legislation and plans, along with a working knowledge of Incident Management systems.

Qualifications

  • Extensive experience and/or qualification in Emergency Management (highly desirable)
  • Extensive experience and/or qualification in Business Management (highly desirable)
  • Accreditation in the Australasian Interservice Incident Management System (AIIMS) (highly desirable).
  • Drivers Licence (mandatory).
