ABOUT THE OPPORTUNITY:
The Executive Manager Aboriginal Health provides strategic leadership to the organisation ensuring that the work we do is aligned to the priorities of Closing the Gap and supporting the best health outcomes for Aboriginal and Torres Strait Islander people and communities.

Reporting directly to the CEO, the Executive Manager Aboriginal and Torres Strait Islander Health is a member of the Senior Executive Leadership Team and will provide leadership across all activities that NT PHN undertakes including health planning, commissioning of health services and workforce development. The position leads co-design and partnership activities with key stakeholders and communities and provides strategic guidance and direction to all teams to support the design and delivery of culturally informed programs that meet the needs of Aboriginal and Torres Strait Islander Communities across the Northern Territory. The Executive Manager works in close partnership with the health sector, building and maintaining strong relationships and supporting collaboration with stakeholders. This role also leads NT PHN’s Aboriginal and Torres Strait Islander Health Branch, a team dedicated to supporting NT PHN’s strategic priority to foster cultural respect, safety and responsiveness.

THE ROLE:
Provide strategic direction in the delivery of NT PHN’s Cultural Respect Framework, ensuring that the organisation’s activities, both internal and external are embedded in cultural respect, safety and responsiveness.
Lead the development and implementation of strategies to improve primary health access and health equity for Aboriginal and Torres Strait Islander people in the Northern Territory.
Develop and maintain strong collaborative partnerships and engagement with Aboriginal Community Controlled Organisations, Government agencies and commissioned Providers in relation to Aboriginal and Torres Strait Islander health and wellbeing.
Represent NT PHN at a Territory and national level in discussions/forums aimed to support Aboriginal and Torres Strait Islander health outcomes, including the Northern Territory Aboriginal Health Forum, of which NT PHN is a strategic partner.
Provide strategic advice regarding Aboriginal & Torres Strait Islander Health matters including direction on alignment to the Closing the Gap and Aboriginal Health Plan priorities.
Provide strategic support and guidance on policy objectives and directions related to Pathways to Community Control in the transition of services to Aboriginal Community Control as required.
Working collaboratively and effectively with leadership and all internal staff by contributing to NT PHN’s continued development and continuous improvement in the implementation of the organisation’s Strategic Plan and Reconciliation Action Plan deliverables.
Maintaining a high level of current knowledge in relation to national and Territory health reforms and frameworks impacting on Aboriginal and Torres Strait Islander people and communities, and ensuring this information and knowledge informs planning and program delivery across NT PHN.
Leading the Aboriginal and Torres Strait Islander Health branch in the design and delivery of programs to support the improvement of health outcomes for Aboriginal and Torres Strait Islander communities.
Identify and report/ resolve known, new and emerging risks to support risk control and compliance obligations, in line with NT PHN’s risk management policy, framework and procedures.
Compliance with work health and safety act and regulations, ensuring all work is carried out to meet work health and safety objectives and targets to eliminate risk of injury and illness for themselves and others; and adopting and maintaining safe working practices in accordance with procedures, policy and workplace instructions.
Representing the knowledgeable, effective, and professional image of NT PHN in line with organisational values and behaviours.

ABOUT YOU:
This role is designated as Indigenous Identified as it is intended to constitute a special measure under s 8 (1) of the Racial Discrimination Act 1975 (Cth) and s 57 (1) of the Anti-Discrimination Act 1992 (NT). Furthermore, under s 35 (1) (b) of the Anti-Discrimination Act 1992 (NT), it is a genuine occupational requirement for the incumbent to be an Aboriginal and/or Torres Strait Islander person.
Exceptional interpersonal and relationship building skills with a proven ability to represent Aboriginal and/or Torres Strait Islander First Nations ‘Health needs and priorities.
Excellent stakeholder engagement skills with a demonstrated experience working collaboratively with internal and external stakeholders, including Aboriginal Community Controlled Organisation, peak bodies, education providers, and government agencies.
Excellent leadership and management skills with a track record in the development of high performing teams across dispersed regions.
Demonstrated understanding of the primary health care sector including culturally safe and secure remote health service models, with a sound knowledge of the Northern Territory health system and associated priority health needs.
High level strategic and critical thinking capability to deliver considered, productive and solutions focussed input within complex environments.
A high level of current knowledge in relation to national and Territory health reforms and frameworks (such as the National Agreement on Closing the Gap, National Aboriginal and Torres Strait Islander Health Plan, National Aboriginal and Torres Strait Islander Health Workforce Strategic Framework and Implementation Plan, National Social Emotional Wellbeing Framework and NT Aboriginal Health Plan) impacting on Aboriginal and Torres Strait Islander people and communities.
High-level organisational skills and a proven track-record in taking initiative and meeting timelines with high attention to detail.
Excellent negotiation skills with an ability to positively influence change, including internal and external policy and process reform.
Strong mentoring skills with demonstrated experience providing cultural advice, guidance and direction to peers, colleagues and stakeholders.
