Primary objective
Provide high level advice and assistance to the Director Community Engagement, to inform the development,
implementation and management of policies and programs that address issues, and deliver quality outcomes, for veterans
and their families in the Northern Territory.
Key duties and responsibilities
1. Assist the Director to lead the team responsible for policy development and initiation of programs relevant to veterans’
affairs in the Northern Territory.
2. Assist the Director to review and oversee the administration of grant funding provided to non-government organisations
and community groups, ensuring an appropriate governance framework is in place.
3. Build and maintain collegial partnerships with a diverse range of stakeholders to influence outcomes, including Northern
Territory Government, local government, non-government organisations, and private sector industry.
4. Manage priority or complex projects including developing, monitoring and reporting on project plans, budgets,
stakeholder relationships and governance arrangements.
5. Prepare high-level correspondence including complex ministerial briefings, Cabinet submissions and reports.
6. Undertake specific oversight of the Veterans’ Affairs policy portfolio to ensure consistency of approach and assist with
the resolution of complex issues.
7. Represent the Agency at a range of forums and multi-agency meetings, at local and national levels, and assist with
convening stakeholder consultation such as the Veterans Affairs Ministerial Advisory Council and consultations with the
defence and veteran sector and community.
Selection criteria
Essential
1. Proven leadership skills and experience in staff supervision and management.
2. High level interpersonal and communication skills with the ability to articulate ideas, both orally and in writing, while
using considered negotiation skills to resolve complex conflict in a constructive manner.
3. Understanding of public sector governance and the ability to prepare high level Cabinet submissions, briefings and
complex reports to the portfolio Minister, Cabinet and parliamentary committees.
4. Demonstrated experience in developing, implementing, monitoring and reporting of policies and programs.
5. Demonstrated experience in project management, including skills in managing concurrent projects and, identifying and
mitigating risk through appropriate research and planning
6. Good understanding of governance frameworks and associated practices and procedures and the ability to effectively
and efficiently manage grant funding and associated administration processes.
7. Ability to interact effectively with people from diverse backgrounds and build partnerships with a range of stakeholders.
Desirable
1. Tertiary qualifications in human services, project management or other relevant disciplines.
