About the role


The Youth Empowerment Projects Leader is responsible for the daily monitoring and delivery of key youth activities within the Migrant Services Community Strengthening and Partnerships area. Key Programs the worker will engage with include, but are not limited to, the Settlement Engagement and Transitions Program and the Youth Empowerment Program.

This role leads a team to deliver early intervention, community-based initiatives for multicultural at-risk refugee youth aged 10–17, with a focus on inclusion, resilience, education, and family engagement. Initiatives will be delivered across multiple LGAs in Western Melbourne, managing stakeholders, supervising staff, maintaining compliance, and monitoring progress against program outcomes.


What you will do

  • Program development, implementation and compliance
    Ensure high-quality implementation and delivery of Youth Settlement and Empowerment projects in accordance with funding agreements and organisational standards.
  • Staff Supervision and Development
    Support, supervise and guide Youth Engagement Officers, building a high-performing and culturally responsive team.
  • Community Engagement and Youth Empowerment
    Foster strong relationships with youth, families, and communities to co-design and deliver relevant, impactful initiatives.
  • Stakeholder Collaboration
    Work with schools, local councils, community organisations, and government stakeholders to promote youth inclusion and access to services.
  • Monitoring, Evaluation, and Reporting
    Track program metrics and evaluation frameworks to ensure accountability, inform improvements, and demonstrate outcomes.
  • Risk Management and Safeguarding
    Apply child safety, risk management, and safeguarding policies to ensure the safety and wellbeing of all participants.
  • Advocacy and Capacity Building
    Advocate for the needs of refugee youth and contribute to broader sector knowledge and practice in youth settlement support.

About you


You’ll bring:

  • Tertiary qualifications in Youth Work, Social Work, Community Development, or related fields.
  • At least 5 years’ experience in program management, youth services, or community projects.
  • Demonstrated experience working with newly arrived, refugee or CALD communities.
  • Strong knowledge of the youth settlement sector, trauma-informed practice, and systemic barriers affecting refugee youth.
  • Experience supervising staff and/or volunteers in a community services setting.
