Clough, as part of a Joint Venture with Saipem, is delivering Project ‘CERES’ urea plant, a landmark project for Western Australia. The plant will be the largest in Australia and one of the largest in the world, installing the most sustainable production processes. The project is expected to generate 2,000 jobs during the construction phase, whilst delivering sustained benefits to the local community through career, training and business opportunities.
We are currently searching for an ER/IR Manager on a 19:9 rotation to join our project. Reporting to the HR Director, you will be responsible for managing labor relations, union engagement (where applicable), workforce discipline, conflict resolution, stakeholder engagement and ensuring industrial harmony across our workforce.

Responsibilities
- Develop and implement site-specific IR strategies to support project objectives.
- Establish and maintain effective relationships with unions, worker representatives, and labor contractors.
- Negotiate and manage collective bargaining agreements (if applicable).
- Monitor compliance with labour laws, union agreements, wage regulations, and working conditions.
- Lead resolution of industrial disputes, strikes, grievances, and disciplinary actions with minimal project disruption.
- Liaise with local government labor authorities and ensure legal compliance on all IR matters.
- Support site managers and supervisors in managing employee conduct, performance, and behavior.
- Conduct investigations into grievances, disciplinary cases, and workplace complaints.
- Ensure complete documentation of all ER/IR cases, investigations, hearings, and resolutions.
- Maintain accurate records of disciplinary actions, grievances, warnings, and settlements.

Key Requirements
- Bachelor’s degree in Human Resources, Law, Industrial Relations, or a related field.
- 8+ years of ER/IR experience in large-scale EPC or heavy industrial/construction projects.
- In-depth knowledge of labor laws, industrial relations frameworks, and employment regulations in Australia.
- Proven experience handling union negotiations, grievance procedures, and labor contractor management.
- Strong interpersonal, negotiation, and conflict resolution skills.
- Ability to work in a high-pressure site environment with diverse workforce dynamics.
- Ability to work a 19:9 rotation to site (FIFO).
