The Project

The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.


The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.


The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.

The Role

As HVNL Compliance Officer you will oversee the safe and compliant movement of heavy and oversized vehicles, including the transportation of Tunnel Boring Machine components and other critical infrastructure materials across the project. This position ensures alignment with the Heavy Vehicle National Law, Chain of Responsibility, and all associated regulatory and permit requirements to enable efficient, legally compliant logistics operations.

Role and Responsibilities


  • Oversee and enforce compliance with HVNL, Chain of Responsibility, and NHVR regulations across all heavy vehicle operations on the T2D project.
  • Coordinate the safe transport of oversized and over mass loads, including Tunnel Boring Machine components, precast segments, and structural materials.
  • Manage permit applications, route planning, and escort requirements for high-risk deliveries in collaboration with government authorities and transport partners.
  • Maintain accurate and up-to-date compliance registers for drivers, vehicles, licenses, and certifications.
  • Conduct regular audits, inspections, and reporting on transport documentation, load restraint, and vehicle safety.
  • Support inductions, contractor onboarding, and ongoing training for transport and logistics personnel.
  • Collaborate with site teams and logistics to ensure efficient delivery sequencing and safe site access for large vehicle movements.

About You

  • Demonstrated experience in heavy vehicle compliance, logistics coordination, or transport operations within infrastructure or major construction projects.
  • Strong knowledge of the Heavy Vehicle National Law (HVNL), NHVR permit system, and Chain of Responsibility (CoR) requirements.
  • Solid understanding of traffic management principles, including escort requirements, route planning, curfews, and vehicle access for oversized loads.
  • Proven ability to coordinate complex deliveries such as Tunnel Boring Machine components and other over-dimensional materials.
  • Excellent communication and stakeholder engagement skills, with the ability to work across subcontractors, suppliers, and internal teams.
  • Highly organised with strong attention to detail and a proactive approach to solving logistical challenges.
  • Proficient in Microsoft Office and logistics systems (e.g. 3D Safety); White Card and current Driver’s Licence essential.
