The Team

You will join a team of a highly motivated and collaborative professionals that work in the Enterprise Transformation Group (ETG). The ETG is made up of two Divisions, the Chief Information Officer Division (CIOD) and the Enterprise Strategy and Transformation Division (ESTD), that have been established to drive the AEC’s transformation agenda, and to deliver the Election Systems Modernisation Program (Indigo Program) on behalf of the agency.

The Program Support Section sits within ESTD and is responsible for critical enabling functions for the Indigo Program and the broader ETG, including:

• Talent management –Labour hire procurement, onboarding, recruitment, contract management and offboarding of ETG and Indigo Program resources.

• Financial management – end of month accounting, financial analysis and reporting, budget development and management, contract cost evaluation and negotiations, and cost modelling.

• Program support – information architecture development and maintenance, labour hire invoice processing and reporting, property planning and management, Indigo vendor onboarding and offboarding, and travel booking.

The Opportunity

The Program Support Section is looking to engage an ICT Labour Hire Procurement Support Officer works within the Talent Team to assist in the successful delivery of ICT labour hire procurements being undertaken by the Enterprise Transformation Group (ETG). This position will assist in the drafting a range of labour hire procurement documentation to support the resourcing needs of the ETG. The Labour Hire Procurement Support Officer reports to the Assistant Director, Program Support.

The ICT Procurement Support Officer will be responsible for drafting ICT procedural, governance and procurement documentation with minimal direction; monitoring assigned procurement tasks to ensure they are progressed; evaluating risks in the context of a complex and changing environment; providing support and relevant process updates in procurement related meetings and workshops; using professional judgement to coordinate and administer ICT procurement related correspondence; Provide advice and guidance on procurement and contract management to internal stakeholders; and general contract management responsibilities; and any additional duties as directed by the Assistant Director, Program Support.

Indigo Program (Tranche 2)

The Indigo Program is a large-scale transformation program to modernise business capabilities and replace core election ICT systems with a citizen-centric, agile technology platform. The Program will transform the AEC’s delivery of electoral services and ensure ongoing integrity of the electoral system. Tranche 2 comprises a variety of work packages with a focus on business process re-engineering, data management, legislative compliance and replacing aging systems.

To excel you’ll have:

• Experience with and understanding of the Commonwealth Procurement Rules (CPRs) and all relevant additional procurement related policies and legislation;
• Demonstrated experience conducting ICT labour hire end-to-end procurement approaches;
• Demonstrated experience drafting ICT procurement documentation including but not limited to: Request for Tender (RFT) or Request for Quote (RFQ) documentation- statements of requirement, risk assessments, and response schedules;
• Demonstrated experience successfully administering and varying contracts;
• Knowledge and experience in successfully managing risk, including the development of labour hire appropriate risk assessments;
• Demonstrated experience in delivering positive results with time restraints and competing priorities;
• Proven the ability to communicate effectively and navigate complex stakeholder relationships; and
• Demonstrated personal drive and integrity whilst achieving results within legislative and budget parameters.

Desirable

• Relevant qualifications and / or industry certification. For example, Diploma of Government and/or Certificate IV in Government (Procurement and Contracting) or equivalent.
• Previous experience in an ICT Labour Hire procurement role
