About the role
As a senior leader within Council’s People and Culture service unit, the Learning and Development (L&D) Manager plays a pivotal role in driving strategic workforce capability and organisational growth. This position is responsible for the end-to-end management of Council’s Learning and Development Plan, encompassing the design, delivery, and evaluation of a broad range of learning initiatives.
The L&D Manager leads the development and implementation of corporate training programs including mandatory compliance training, tailored learning solutions, and targeted development events. This role is pivotal in ensuring alignment with Council’s strategic, operational, and business objectives.
In this role, you will shape Council’s overarching learning strategy, oversee the timely execution of programs, and foster a culture of continuous learning across all levels of the organisation. You will lead a team of dedicated L&D professionals and serve as the principal advisor on learning strategy, leadership development, compliance, and organisational capability.

Remuneration
$136,983.08 to $149,199.96 + 12% Superannuation + Access to IWC motor vehicle lease back scheme
Some of the required skills, experience and qualifications
Essential Criteria
- Relevant tertiary qualifications in Human Resources, Organisational Development, Adult Education or related discipline
- Significant experience in managing end-to-end learning and development portfolios in complex government organisations
- Proven ability to develop strategic learning frameworks that address current and future capability needs
- Demonstrate experience in managing and mentoring high-performing teams
- Experience in procurement, vendor management and budget oversight for training and development
- Strong leadership, stakeholder engagement and project management capabilities
- Exceptional communication, consultation and negotiation skills
Desirable Criteria
- Current NSW Driver's Licence (minimum C Class)
- Understanding of or experience with the Australian Business Excellence framework or experience in development and execution of improvement initiatives or continuous improvement
