About the role
The Manager, Appointments and Portfolio Services is responsible for providing specialist and technical support to the Director, Cabinet and Ministerial Services by leading and managing whole of department workflows to support statutory appointments and non-statutory appointments to portfolio entities, the provision of advice to the Governor in Council, gazettal and, where relevant, the tabling of documents in Parliament.

The role will provide strategic governance advice on portfolio entities, draft and review authoritative briefs, discussion papers and reports for the DGS Ministers and other senior departmental officers on highly complex, sensitive, and emerging issues within demanding timeframes.

The position will also be responsible for the supervision and management of Department Liaison staff in DGS Ministers Offices.

About you

To be considered for the role, you must be able to demonstrate:

  • Highly developed interpersonal and stakeholder management skills, with demonstrated ability to establish and maintain effective working relationships
  • Provide advice on processes and policies, and work effectively, sensitively and collaboratively with a diverse range of internal and external stakeholders to influence outcomes.
  • Motivates others to deliver against goals; and supports Departmental Liaison staff as required.
  • Provides high level advice on influencing and the needs of target audiences
  • Provides advice on the content and style appropriate to the audience
  • Experience and understanding of the broad policy and operational issues facing the Victorian Government, together with a sound knowledge and thorough understanding of policy development and evaluation, and Victorian Parliamentary and Cabinet processes.
  • Has a comprehensive understanding of external and internal issues that influence the strategic direction of the organisation.
  • Provides subject matter expertise and building capability of others.

Mandatory requirements

  • Demonstrated knowledge of and experience with the application of Whole of Victorian Government appointments guidelines and Governor in Council processes.
  • Demonstrated knowledge and experience in delivering Ministerial, Cabinet and Parliamentary or other government business services in a complex multidisciplinary environment.
  • Demonstrated experience in managing and leading teams.

Key Accountabilities

  • Manage and provide leadership to Department Liaison staff by providing clearly defined role expectations, monitor performance, and provide timely and constructive feedback to ensure the team provides high level of service within demanding time frames.
  • Coordinate DGS' statutory and portfolio appointments, ensuring compliance and governance requirements in accordance with legislation and policy by briefing Ministers on forthcoming vacancies, supporting business units with their recruitment processes, managing probity checks and facilitating necessary paperwork for the Governor in Council.
  • Oversee the tabling of required documents in Parliament, including coordinating responses to questions on notice and constituency questions, and advise on compliance with tabling requirements.
  • Establish and maintain professional working relationships with various stakeholders in Ministers' offices, Deputy Secretaries, senior executives, managers, departmental staff, and other government agencies.
  • Provide training, mentoring, feedback and proactive support to the team members in career development and growth opportunities and undertakes performance management of the team to ensure they are meeting expected standards
