Regional Health Partnerships Lead – Parental Leave Back-fill

Northern Territory PHN leads the development and coordination of an equitable, comprehensive primary health care system and an engaged health workforce driven by community needs.

Salary: $120,297 – $131,771
Location: Darwin or Alice Springs

About the Opportunity:

This role is responsible for leading program management of primary and mental health and wellbeing services commissioned by NT PHN that are evidence-based and responsive to local and regional needs. The position leads in a collaborative manner with internal and external stakeholders in a co-design approach to achieve improved health outcomes for the population.

The role is responsible for effective and efficient management of contracts including supporting health services to overcome barries to meeting agreed deliverables.

The position is to cover a parental leave period and is required for commencement in June 2025 until March 2026.

About the Role:

  • Accountable for effective and efficient management of contracts with commissioned service providers
  • Lead the development and implementation of improved operational policies, practices and standards to facilitate optimum provider adherence to NT PHN program specifications and contractual obligations.
  • Responsible for leading in collaborative co-design and consultation with internal and external stakeholders to ensure commissioned programs are fit for purpose.
  • Accountable for ensuring provider compliance including the submission and analysis of service activity and financial reports to ensure contract alignment and responsible expenditure of program funds.
  • Responsible for identifying and reporting matters of concern, complaints and/or critical incidents relating to service delivery in accordance with the organisations relevant policies and procedures
  • Develop and manage effective and collaborative senior stakeholder relationships with commissioned service providers, decision makers and external stakeholders including contract relationship management.
  • Provide feedback, insights and advise on program specific activities through advisory committees, working groups, communities of practice and Commonwealth Department of Health Program Directors.
  • Where applicable, lead a team of direct reports through effective management, mentor and leadership to ensure high quality outcomes.
  • Responsible for management of program budgets in line with financial delegations within key performance requirements and approval of program payments.
  • Undertake analysis of program portfolios where applicable. to support market sounding and recommissioning activities.
  • Work collaboratively across branches to build strong and trusting relationships, maximise outcomes, reduce duplication, ensure organisational integration and efficiency.
  • Prepare high level documentation with recommendations that are accurate and succinct, including business cases, Briefing Notes, discussion papers, subject reports, guidelines, policies and procedures and any other documentation as required.

We’d love to chat if you have:

  • Tertiary education and/or at least 3yrs experience working in the primary and mental health care industry.
  • Experienced in effective and efficient contract management including demonstrated understanding of the principles of strong contract management.
  • Demonstrated high level project management skills, knowledge and experience with an ability to deliver a project.
  • Strong interpersonal, engagement and relationship building skills with a proven ability to build and maintain collaborative relationships with a wide range of internal and external clients.
  • Leadership skills, with a proven track record in leading high performing teams that deliver exceptional, client focused results.
  • An ability to deliver high level, proactive and accountable management of program budgets within key performance requirements.
  • An ability to contribute to strategic, system and critical thinking abilities to support development and continuous improvement of NT PHN health commissioning functions and activities.
  • Demonstrates judgment, to make sound decisions based on business needs, taking a solution focused approach to ensure results meet organisational expectations and measures.
  • Understanding of the comprehensive primary health care sector including rural and remote services, Indigenous health and cultural safety, and issues in cross cultural health service delivery.
  • Strong analytical and written communication skills to provide high level and timely advice and produce clear and effective documentation.
