About the role
As the Telecommunications Manager, you are integral to the success of V/Line’s Network Development, Assets and Maintenance (NDAM) Group.
The Network Development, Assets and Maintenance (NDAM) Group cares for today’s assets and infrastructure and plans for future network renewals and growth. This includes timetable modelling and optimisation, oversight of asset lifecycle management for fleet and network infrastructure and improving network access for freight operators enabling the safe and efficient operation of the network.
The Group also works in partnership with the Department of Transport and Planning to ensure that standards and approaches are consistent across transport agencies, supporting a well-functioning, integrated Victorian transport system.
The primary objective of this role is to manage the maintenance of Network Services’ communication requirements, including the relationship with Government, suppliers and all relevant stakeholders. Success in this role is critical to supporting front line operational activities and delivery of train and coach services.
Stakeholder Management will be a key focus of the role, with the Telecommunications Manager liaison at all levels of the business.
As well as performing duties specified in this position description this role will also be required to perform duties from time to time as directed by management.
This role will also require statewide travel across Regional Victoria from time to time. A pool car will be available for use, and an Australian Driver’s license is mandatory.
Key accountabilities include:
- Act as a trusted advisor to the business in matter relating to Telecommunications and communications.
- Manage the Telecommunications Services Agreement (TSA) with VicTrack for the supply of Network Telecommunications Services
- Liaise with external parties such as VicTrack and drive resolution of issues related to reliability of critical service.
- Liaise with external Vendors to review performance SLA’s and Targets.
- Manage a large budget maintenance contract, including monthly reviews and reconciliation of services and activities against expected deliverables.
- Manage the register for all communication services supplied by Service Providers.
- Manage relevant contracts for the supply of all communications equipment associated with Train Control and its supporting infrastructure and facilities.
- Effectively communicate with the Cyber Security Team and Information Systems to collaborate to further enhance the security of critical infrastructure.
- Manage fixed radio equipment (transmission and logging) at locations across the state.
- Facilitate internal and external meetings associated with works plan activities under TSA subcontracts to address operational, commercial and financial requirements.
- Develop and/or maintain communications systems manuals/documentation.
- Evaluate and provide continuous improvements to enhance reliability
About you
As the Telecommunications Manager you will be reporting directly to the Head of Technical Operations.
You will be responsible for developing initiatives to strengthen and simplify protocols associated with the management of the Telecommunications Services Agreements (TSA) with VicTrack and other subcontracted maintainers.
Our ideal candidate will possess the following:
- Tertiary qualified in Engineering discipline – (Electrical, Electronics or Computer) or equivalent in years of experience.
- Strong understanding of regulatory requirements, safety standards, and compliance within the rail industry.
- Strong understanding of UHF Radio or similar.
- Experience with Public Land Mobile network (PLMN).
- Experience leading and mentoring staff in telecommunications activities and processes
- Experience communicating and writing technical documentation and instructions
- Ability and skills to carry out minor technical repairs to V/Line owned equipment ad hoc
- Prince II, Cert IV or Diploma in Project Management or equivalent experience
- Knowledge of Network Design – SDH/MPLS, Wireless communications, fixed Line telephony.
- Experience in budget management, financial analysis, and resource allocation within a technical operations department.
- Excellent stakeholder management skills, with the ability to effectively engage and collaborate with key stakeholders, including VicTrack, PTV, and government agencies.
- Strong connections and network within the rail industry, including professional associations, industry forums, and collaboration with other rail organisations.
- Resilient with the ability to effectively negotiate complex challenges and prioritise outcomes.
- Demonstrated problem-solving ability.
- Demonstrated alignment with V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
