The Opportunity

This leadership role is key to driving the success of Council’s waste management strategy. You will lead the Waste Management team with a strong focus on teamwork, service delivery, productivity, and exceptional customer service.


In this role, you will contribute to the development, implementation, and continuous improvement of waste-related policies, particularly in the areas of waste collection and disposal, resource recovery, and community education.


You will also be responsible for the development and oversight of waste management contracts, ensuring compliance with Council’s risk management and procurement frameworks.

About You

To undertake this position, you will have experience in leading a waste management team with a track record of achievement in the management and administration of waste collection and disposal services in a regional community


You will have experience in contract development and supervision particularly as they relate to the waste management industry.


The position's focus will be:

  • Ensure the outcomes as outlined in the Waste Strategy adopted by Council in 2023, are reflected in the waste team’s plans, goals, programs and budget.
  • Develop and implement integrated contract management at a strategic level including management of the relationship with Council’s Principal Waste Contractor.
  • Ensure that the operation and the maintenance of council’s waste facilities is undertaken in accordance with Council’s environmental Authority and in accordance with Queensland Environmental Legislation.
  • Develop and manage KPIs for the Waste team with a focus on waste diversion, financial performance and business improvements.
  • Ensure the development of a continuous improvement framework for ‘smarter’ waste collection programs and effective / efficient services.
  • Formulate policy and procedures for waste collection, maintain a continuous improvement program for review and update the policy standards as required.
  • Manage the Waste Management Team and provide oversight of the following activities:
  • the development and improvement of customer service processes which provide a comprehensive, quality-based delivery and administration program.
  • project management frameworks for all programs and contracts.
  • the collection and tactical analysis of data, research, trends and industry standards for waste collection and associated functions to ensure consistency with appropriate practices.
  • the maintenance of accurate program and contract management plans, together with physical, financial and administrative records for the plans, including contract activities, and reporting performance against those plans; and
  • ensuring an awareness and appropriate responses to community service indicators, industry, council and community trends and programs for waste management.
  • Compile and submit regular reports to Council and Government on the waste management operations and the landfill to meet legislative obligations
  • Supervise the performance of Council’s waste team by:
  • providing leadership, support and guidance to team members to create a positive work culture.
  • ensuring the physical, human and financial resources to deliver cost effective services within the adopted budget parameters, are in place.
  • Exhibit personal behaviours that support the desired Council culture including innovation, getting rid of bureaucracy and tight budget control.
