Primary objective
Provide strategic policy advice to the Office of Water Security and senior management, Executive Directors and government
agencies on water policy and strategic programs to promote water security outcomes for the Northern Territory. Coordinate
interagency and whole of government participation on strategic public water policy development including legislative reform and
other policy matters.
Context statement
The Office of Water Security advises the Minister for Water Security; coordinates whole of Government water policy and
programs, and works collaboratively with Government agencies to develop, deliver and report on the Territory’s water security
priorities and national water reform commitments
Key duties and responsibilities
1. Provide critical evidence-based analysis, strategic advice on strategic and policy issues related to water that impact on the
Department.
2. Represent the Department and develop and maintain effective collaborative partnerships with relevant internal and external
stakeholders at local, national and international levels.
3. Prepare, review and coordinate high level reports, briefings and correspondence on water resource management and water
security.
4. Lead cross agency and key stakeholder coordination, policy design and project management for the development of complex
and sensitive water policies, strategies and initiatives.
5. Analyse and research trends and innovations in natural resource management policy nationally and internationally and provide
advice on their possible implementation in the Territory environment.
Selection criteria
Essential
1. Highly developed expertise and experience in policy research, legal or comparable policy areas, critical analysis and provision
of high-level strategic policy advice, demonstrating strong conceptual and analytical skills with ability to identify new policy
approaches.
2. Excellent demonstrated oral and written communication skills with proven ability to prepare briefings, reports and
correspondence on complex matters for a wide range of audiences in plain English.
3. Proven collaborative skills with the demonstrated ability to establish and sustain productive working relationships with
stakeholders at all levels, and with people of diverse cultures.
4. Demonstrated ability to plan and manage multiple high level projects, including delivering outcomes in an environment of
competing priorities and tight deadlines.
5. Demonstrated experience and understanding of contemporary and strategic departmental, intergovernmental and federal
water issues with the ability to provide sound, risk based recommendations to address these issues.
6. Ability to work as part of a small professional team with minimal supervision, in a challenging environment with stringent
deadlines to deliver high quality outcomes including a ‘can-do’ attitude.
Desirable
1. A relevant tertiary qualification in law, environment, or relevant public policy area.
2. Knowledge or experience of water management or policy at a national level.
