The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
We are looking for an exceptional Change and Engagement Manager to join the Digital Marketplace team within the Department of Government Services.
This role will suit an experienced Change and Engagement Manager, who has led change and engagement activity within large-scale service delivery transformation solutions in the government sector; has a strategic change delivery focus, will be responsible for quality professional outcomes, is able to easily operate in a change risk environment with a high degree of sensitivity, is able to deliver positive outcomes that directly impact external perceptions of the government and the community, enjoys working in a high performing fast-paced environment.
You will enjoy collaborating with others in a product team, with wider government departments and industry suppliers across many disciplines to deliver outcomes. You will be confident in managing competing demands and priorities and have exceptional interpersonal and written communication skills.
About you
To be considered for the role, you must be able to demonstrate:
- In-depth knowledge of modern Organizational Change Management practices including PROSCI or People Centered Implementation (PCI), supported by a strong track record in devising and executing organizational change management strategies that incorporate strategic thinking.
- Proven experience in developing and implementing stakeholder change and engagement strategies, focusing on the design and delivery of sessions to ensure effective communication and collaboration and lead the development of the engagement strategy to ensure project outcomes are clearly understood and adopted by impacted users.
- Proven experience in leading change, communication and engagement within a fast paced IT delivery or project environment.
- Excellent communication skills, problem-solving abilities, context switching and prioritization.
- Exceptional stakeholder management skills with the ability to build relationships and communicate effectively with a range of stakeholders, including senior management, project teams and business stakeholders.
Key accountabilities
- Deliver strategic change management guidance to Digital Marketplace team members, focusing on change strategies that impact government department and agencies, and external suppliers engaging with Supplier Hub and Digital Marketplace
- Develop communication, engagement and change management strategies to facilitate a clear understanding, and successful delivery, of the Digital Marketplace program of work and supporting activities.
- Design change and engagement solutions in collaboration with product team members, departmental stakeholders and suppliers and then lead the implementation of these solutions to ensure high quality outcomes are delivered.
- Lead workshops with diverse stakeholders to guarantee a pragmatic and well-understood implementation and execution of the Digital Marketplace change management program.
- Manage business change expectations and identify potential change and engagement risks within the project scope, implementing mitigation strate gies as needed.
- Present change and engagement related project updates, progress, and tracking information at senior governance meetings and in regular project reporting, ensuring transparency and stakeholder buy-in.
