The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.


The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.


The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure.


The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.

The Role:

The T2D Alliance is seeking an Engagement Manager to lead community and stakeholder engagement for a key precinct of the Torrens to Darlington Project.


This leadership role will be responsible for developing and executing comprehensive construction community engagement plans, working in close partnership with the Construction, Environment, and Safety teams.


The selected candidate will have construction delivery experience and be familiar with overarching engagement packages including but not limited to relocation and respite strategies, major traffic changes, digital communications, and urban design strategies and consultation.

Roles and Responsibilities:

  • Lead the identification and management of stakeholder and community issues, developing high-level engagement strategies to minimise impacts and foster project support
  • Develop and maintain strong relationships with key client representatives, ensuring expectations are clearly understood and consistently met through collaborative engagement planning
  • Lead the development, implementation, and continuous improvement of the Stakeholder Relations and Communications Management Plan across multiple project areas
  • Work in close collaboration with precinct-based construction leads to embed engagement strategies into construction planning, ensuring proactive and coordinated communication
  • Provide strategic advice to construction, environment, and safety teams regarding stakeholder and community interface, ensuring communication obligations are met and risks mitigated
  • Review and approve high-quality communication materials (e.g., notifications, newsletters, social media, formal correspondence), ensuring consistent messaging and tone across all platforms

About you:

  • Tertiary Degree or relevant experience (disciplines relevant to function area, e.g. public relations, journalism, stakeholder management, marketing)
  • Minimum of 8 years of experience in community engagement, with at least 4 years in a leadership or advisory capacity
  • Demonstrated experience in leading the development, implementation, and continuous improvement of comprehensive engagement strategies and plans for complex, multi-stakeholder environments
  • Strong understanding of the challenges and opportunities associated with delivering large-scale infrastructure projects in diverse communities
  • Exceptional interpersonal and stakeholder management skills, with the ability to build trust and maintain strong relationships
  • Familiarity with the local area and community dynamics is highly desirable
