About the Opportunity
Reporting to the Director Planning and Community Services, the Executive Manager Planning and Certification will lead a team across the functions of Planning, Certification, and Regulation. This pivotal role is responsible for managing multiple functions within the directorate and working strategically across the organisation to align operations with Council’s priorities and values.
As part of the Executive Management team, you will contribute to a collaborative and forward-thinking leadership group committed to driving innovation, agility, and measurable outcomes for the community.
You will provide expert leadership across a broad portfolio, including (but not limited to) statutory and strategic planning, building certification, regulatory services, administration, and project planning and delivery. This role presents a unique opportunity to make a meaningful impact on the region's growth, sustainability, and livability.

About You
The successful applicant will require excellent communication, organisational and interpersonal skills in order to promote Council's decisions, services, projects and events.
To be successful in this role, you will possess:
Degree in Urban and Regional Planning or related discipline AND/OR Building Certification (Unrestricted or Restricted).
Demonstrated contemporary experience in a similar role; or substantial contemporary experience in a similar role, coupled with ongoing professional development to support contemporary knowledge.
Contemporary knowledge and experience in overseeing and developing plans and policy development at a management and leadership level.
Contemporary knowledge and experience in policy and legislation relating to building certification and/or development application and certification.
Demonstrated understanding of LEAN principles and continuous improvement.
Proven ability to engage with and influence internal and external stakeholders to achieve fit-for-purpose outcomes that drive the achievement of strategic goals.
Demonstrated interpersonal and communication skills, including influencing and negotiation, research, information analysis and report writing to facilitate planning, decision-making and continuous improvement.
Demonstrated staff management experience, with proven track record leading, developing and supporting staff to achieve work targets and objectives efficiently and effectively.
Current Class C Drivers Licence.
It will be highly desirable if you possess any of the following:
Relevant postgraduate project or business management qualification(s).
Local Government experience including relevant legislative and regulatory framework.
Demonstrated experience in project and contract management.
Demonstrated understanding and experience of procurement policy and management.
Knowledge of the role, functions and responsibilities of Local Government.

The appointment will be in accordance with the Local Government (State) Award and Parkes Shire Council's policies and conditions of employment.
The role has been evaluated as being within Grade 20 of Council's salary structure, and offers a competitive salary cira $125,484 - $144,306 per annum (depending on skills and experience) plus super and salary packaging options to increase your take-home pay.
