Primary objective
Lead a team of technical and administrative staff to regulate and promote minimum standards of structural, fire, safety,
health and amenity in the built environment in declared areas of the Northern Territory, by the administration and application
of various legislation and codes.
Key duties and responsibilities
1. Direct and oversee the unit’s workload and outputs, including the assessment of applications and recommendation to the
Director of Building Control, investigation and preparation of technical reports for specific building issues and
contraventions of the Building Act 1993 and claims lodged under the HBCF.
2. Provide high level policy and strategic advice to the Director of Building Control and private sector developers, industry,
professionals, other government departments and the general public on matters relating to building and
plumbing/drainage control standards, certification compliance, regulations and the Building Act 1993.
3. As part of the wider Branch, be involved in the continuous review and development of policy and procedures, innovative
services and products, including NT wide liaison to ensure a consistent approach.
4. Provide support to the Director Building Control and actively participate in the national reform agenda, including the
Australian Building Code Board and related committees, by gathering information, elevating resources and collating
technical responses.
Selection criteria
Essential
1. Ability to lead a diverse multi-skilled team on technical, administrative and professional matters.
2. Knowledge of building legislation processes and procedures, the National Construction Code and comparative knowledge
of systems and environments throughout Australia and how they operate.
3. Proven ability to conduct research, interpret and apply complex legislation, including in the context of the development
and implementation of policy and legislative initiatives.
4. Highly developed interpersonal, negotiation, oral and written communication skills with the ability to understand and
communicate complex concepts to a variety of audiences.
5. Proven experience with working in a high demand environment subject to constantly changing priorities and deadlines.
Desirable
1. Knowledge of the Northern Territory and national building sector including the operational and regulatory environment
in both private and public contexts.
2. Relevant qualification in building, construction or other related field with industry accreditation.
