SprayLine Road Services (SRS) is a commercialised branch within the Network Operations Division of the Department of Transport and Planning providing road maintenance services, construction and associated civil works, bituminous spray sealing and line marking to DTP, other state road authorities, municipal councils, and private industry. SRS delivers services locally within the communities and is committed to ensuring quality, innovative and sustainable outcomes. SRS performs a key role as an internal provider to DTP, providing emergency response, maintaining organisational capability and supporting DTP in being an informed purchaser.

The Manager, Performance & Insights oversees provision of all business data, analysis and insights to support workforce optimisation, contract performance and operational delivery across Victorian Roads Maintenance contracts.

Position Outcomes
- Exercises professional independent judgement to develop innovative solutions to complex problems related to commercial performance and contractor management and has led the introduction of improved systems and processes to track performance and improve commercial management practices
- Builds strong formal and informal relationships with a range of internal and external stakeholders. These relationships have been drawn on to achieve successful outcomes for the business area, DTP and the Community
- Applies well developed analytical and commercial management skills to manage and mitigate risk (safety, environmental, scope, financial, time and reputational) during the administration and management of contracts
- Provides effective leadership, people management and support to the team. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required. Empowered staff to make decisions that are appropriate to their capability
- Defines the data analytics strategy, of the business. Makes decisions on allocating resources to pursue the strategy, and monitors and evaluates implementation. Develops and measures business area goals, strategies, and plans. Foresees and reviews the impact of changes on team or organisational objectives. Provides strategic advice to senior executives
KEY SELECTION CRITERIA - As the Manager, Performance & Insight, you will bring strong business and commercial acumen to ensure efficient operations, with a clear understanding of cost drivers and vendor engagement terms. You will be accountable for delivering high-quality outcomes by managing performance standards, supporting your team through challenges, and creating a culture of engagement, recognition, and continuous improvement. Your ability to apply systems thinking will enable you to identify trends, obstacles, and opportunities across the internal and external environment, and to coach others in using a systems-based approach to problem-solving and decision-making. You will be responsible for translating strategic priorities into actionable programs and projects, with clear governance structures, risk management, and success measures in place. With well-developed influence and persuasion skills, you will adapt your communication style to engage stakeholders and build alignment around shared goals. Additionally, you will lead and support change initiatives, providing clear guidance and coaching to help others navigate transition, remove barriers, and implement effective change strategies.

- Appropriate tertiary qualification or experience in a relevant or related discipline
- Minimum 5 years’ experience in workforce analytics and workforce planning methodologies
- Advanced skills in Microsoft Excel, Power BI (or similar)

- Experience in implementing change resulting in business transformation within an organisation/business unit
- Proven track record in providing expert advice to senior stakeholders to drive performance improvement
