Townsville Catholic Education Office, Kirwan is currently seeking a People and Safety Operations Team Leader for a Full Time, Permanent position commencing Monday, 1 September 2025.
About the role
As an integral member of the People and Safety leadership team, the People and Safety Operations Team Leader has a strong focus on enhancing the TCE employee experience with People and Safety through effective, efficient consumer-centric Human Resources related administration processes and service delivery. Reporting directly to the People and Safety Manager, this role will oversee, coordinate and act as first point of contact for recruitment, onboarding, supply management, contract administration, reception and payroll which includes outsourced payroll administration.
Key Accountabilities
- Lead and coordinate a broad range of People and Safety operational and administration processes across the employment lifecycle with a focus on enhancing the TCE employee experience with People and Safety.
- Enhance the capability and reputation of the People and Safety function through a results driven and data informed approach to service delivery.
- Develop and lead a high-performing, consumer-centric team of administrators through process design, team training and development opportunities and proactive performance management.
- Manage competing priorities in a fast paced and high tempo team.
- Collaborate with other members of the People and Safety leadership team on innovation and process improvement opportunities.
- Establish and nurture relationships internal and stakeholder.
- Build the capacity of the team by identifying and facilitating professional development opportunities.
- Oversee the outsourced payroll function to ensure that it is processed in accordance with industrial instruments, policies, and legislation.
- Identify, develop, and implement operational process improvements to enhance customer experience and to create workflow efficiencies across the payroll and recruitment function.
- Interpret, apply and provide considered advice on the application of the Enterprise Agreements, Policy and Legislation as required and within own scope.
- Participate in special projects as required
- Perform the role with the highest regard to confidentiality and discretion

Mandatory Criteria
- Current paid Working with Children Blue Card (or ability to obtain prior to commencement, per No Card, No Start legislation)
- Degree or diploma level qualification in HR/IR/ER or other similar disciplines or experience commensurate with these qualifications.
- Current Driver’s Licence
- Proficient use of HRIS systems, Microsoft, and Google Suite of applications. Experience with Aurion will be highly regarded Ability to travel from time to time within the Catholic Diocese of Townsville.
- Ability to perform the physical requirements of the role in a safe manner.
- Willingness and capacity to travel within the Diocese, as required
- Physically capable of performing the role safely

- Prior experience leading a multi-function team and/or a recruitment team
