Community. Opportunity. Growth. - Lead the People Experience for the fastest growing municipality.

Mitchell Shire Council is where big things are happening. Just 40 minutes north of Melbourne, we’re writing Victoria’s next great growth story—one built on heritage, innovation and fast-emerging communities set amongst stunning natural beauty.

We’re not just growing—we’re transforming. And we’re looking for a visionary Manager of People and Culture to help shape the workforce of the future as we grow from 64,000 people today to a projected 221,000+ by 2046.

About the Opportunity

We’re seeking a dynamic and driven leader to lead our People and Culture team. Reporting to the Director Organisational Performance, you’ll champion a progressive people strategy that drives innovation, inspires high performance, and puts people at the heart of everything we do.

Key responsibilities will include:

  • Leading, motivating and empowering a dedicated and passionate HR and OD team
  • Building organisational capability and establishing a positive profile and reputation for council
  • Playing a key role in leading a program of activities to position Council as an employer of choice
  • Delivering statutory responsibilities and plan for the future workforce
  • Navigating complex IR environments while keeping people experience front and centre
  • Overseeing all facets of the People and Culture portfolio including:
    • HR, payroll and workplace relations
    • Learning, development, organisation design and culture
    • Wellbeing and OHS

This role is a permanent full time opportunity. The total remuneration package begins at $185K, dependent on experience which includes superannuation and the option of a private use vehicle.

About You

You’re a values driven, passionate and strategic people leader. Your career has spanned complex organisations (ideally public sector or not-for-profit), and you're comfortable managing change, complexity, and culture.

You will have a tertiary qualification in Human Resource Management, Industrial Relations, Organisational Development or equivalent.

You will have the ability to lead and inspire staff whilst developing the organisations capability. Your experience in providing effective judgement and decision making will be highly regarded and your ability to communicate effectively and build long term relationships will be a given. You will be a strong role model of the organisation’s values and expected behaviours, fostering a positive workplace culture and setting the standard for integrity, professionalism, and collaboration.

In return you will have the opportunity to work in an organisation that will see significant change and growth in the coming years, and you will see the impact of your outcomes on the ground. You will embrace a culture of change and innovation and be part of making Mitchell Shire Council a preferred local employer.
