We are seeking a dynamic Manager People and Culture to lead our People and Culture team in driving high performance, inclusion, safety and capability enhancement across the organisation. This pivotal enabling role will partner with the Executive and Senior Leadership Teams in building and maintaining a capable workforce and a safe, inclusive, and high-performing culture that reflects Council’s values and delivers community outcomes.
The opportunity
As a key member of the Senior Leadership Team (SLT), the Manager People and Culture will lead a high-performing team that champions organisational wellbeing, strategic workforce planning, and inclusive leadership. You’ll oversee a leadership team across the functions of Human Resources, Organisational Development, Health, Safety & Wellbeing, and Payroll—driving excellence in customer-centric service delivery and fostering a culture of respect, safety, and continuous improvement.
In this pivotal role, you’ll report into the Chief People Officer, and work closely with the Executive Team and internal and external stakeholders to shape how Hobsons Bay City Council supports its people in delivering positive community outcomes—ensuring our workforce is capable, resilient, and reflective of the diverse community we serve.

What you’ll be working on
Through effective partnering across the organisation, you will;
- Lead the strategic direction across Human Resources, Organisational Development, Health, Safety & Wellbeing, and Payroll in a manner that achieves organisational goals and objectives.
- Champion a culture of respect, equity, diversity and inclusion.
- Oversee Council’s Occupational Health and Safety initiatives and legislative compliance to create a physical and psychologically safe organisation for all.
- Drive continuous improvement and service excellence across all P&C functions and the broader organisation.
- Foster collaboration across multidisciplinary teams and external stakeholders focussed on delivering quality outcomes.
What you need to succeed
You are an experienced leader with:
- Extensive experience managing multi-functional teams in Local Government or similar service-based organisations.
- Proven ability to deliver complex projects and lead cultural transformation.
- Strong communication, negotiation, and stakeholder engagement skills.
- A relevant degree in Human Resources, Organisational Psychology, Business Management or related discipline (postgraduate qualifications desirable).
- A commitment to safety, wellbeing, and child-safe standards.
