The Change & Risk Management Officer is responsible in supporting the Change and Risk team in managing changes and risk on for a Water Desalination Plant awarded on based on Alliance contracting method. This role involves managing stakeholder relationships, maintaining compliance with Change and Risk Management Plan, identifying changes at post contract stage, preparing head contract claims, managing risk contingency.
The Project
The project includes the design, construction, operation and maintenance of the plant with first production in 2028. Works include marine works and tunnels, seawater intake system, a seawater reverse osmosis desalination plant, groundwater system, drinking water storage and pump system, supported by civil, electrical and bulk earthworks.

Key accountabilities for the position:
- Assess and manage project changes impacting time, cost, and scope, including both client-initiated and internal changes.
- Prepare and support contract claims, especially for client-driven changes and cost-plus arrangements, using project accounting data.
- Ensure change requests are processed, approved, and communicated effectively to all relevant stakeholders.
- Deliver tailored training to site teams on the project-specific change management process.
- Identify, assess, and monitor risks and opportunities, aligning them with change management strategies.
- Engage stakeholders and report on risks, ensuring compliance through audits and providing actionable insights to senior management.
Required Skills and Competencies
- 2+ years of experience.
- Read and interpret plans and specification.
- Basic measurement using software (BlueBeam software).
- Cost estimating (ability to do first principle pricing is an advantage).
- Excellent communication, negotiation, and interpersonal skills.
- Attention to details, accuracy and able to critically think through claim issues.
- Ability to handle competing priorities and can multitask.
