We are looking for an experienced learning and development professional to deliver an exciting learning project for Tobacco Licensing Victoria. Working closely with the business, this role will design an onboarding program for Authorised Officers to allow enforcement activities to commence in 2026 and contribute to the ongoing strategic learning plan for the organisation.

The Department of Justice and Community Safety is seeking a Learning and Capability Consultant to provide a critical role within Tobacco Licensing Victoria (TLV).
About the Business Unit
The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, TLV has been established to deliver the Government's commitment to implement a tobacco regulation and licensing scheme.
Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria is implementing a tobacco business licensing scheme and regulator to strengthen tobacco regulation. Since 1 July 2025, tobacco retailers and wholesalers can apply for a licence to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in February 2026.
People, Safety, Culture and Communications (PSCC) core functions span the breadth of workplace cultural and people matters, including occupational health and safety management, human resource policy and strategy; organisational culture and change; recruitment, redeployment and retention; performance and development; pay, benefits and workforce reporting and employment regulations.
The role operates within a complex and dynamic environment that requires a capacity to exercise sound judgement, and the ability to proactively develop and maintain effective relationships with key stakeholders, using influence and negotiation skills to support the provision of clear advice to support effective, timely actions.
Core to being successful in this role will be your ability to understand new subject matter quickly, demonstrate appropriate initiative, analytical and proble m-solving skills and strong written and verbal communication skills.
About the Role
Reporting to the Manager, Learning and Capability PSCC, the Learning and Capability consultant will work closely with TLV to analyse, design, deliver and evaluate learning programs and initiatives required.
As the Learning and Capability consultant some of your duties will include:
- Scope, design, deliver and evaluate a learning program for the TLV workforce, including onboarding, to ensure the workforce is skilled and capable to perform their roles.
- Work collaboratively with the TLV team to identify training needs, define training approaches, and develop training material.
- Use innovative learning design methods to build engaging learning activities and compelling course content.
- Engage and work with external training providers to scope, plan and ensure suitable delivery of programs

About you
To be successful in this role, you will have:
- Demonstrated experience creating a learning and onboarding program for a new business or initiative including instructional design and instructional technology
- Excellent knowledge of training and assessment processes, including training needs analyses, workplace learning methodologies, learning theories, and instructional design models.
- Solid knowledge of course development software and at least one Learning Management System
- Knowledge of regulatory environments is desirable.
