The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
The Procurement Officer will support the Procurement team in tracking and maintaining systematic approaches to the acquisition of a variety of services to Service Victoria portfolio.
About you
To be considered for the role, you must be able to demonstrate:
- Strong administrative analytical and numerical skills
- Attention to detail and compliance with government procurement process requirements.
- Ability to work in a collegiate, dynamic, small team, and working independently to deliver work on time.
- Ability to build collaborative relationships and contribute to the success of a team.
- Willingness to work in a digital-first, paperless office environment
- Specific experience in a procurement or commercial role encompassing all aspects of the procurement process within a complex environment.
- Proven knowledge and experience in commercial end-to-end procurement
- Demonstrated ability to deliver high quality market analysis reports identifying relevant and realistic opportunities.
- Tertiary qualifications in Procurement or related disciplines
Key Accountabilities
- Review for endorsement of procurement documentation by Procurement Manager or Procurement Specialist to ensure legislative and policy compliance. Work actively with business areas to develop solutions, documentation and build procurement capability when required.
- Working with influence to build positive relationships with DGS/DTF/DPC/SV business areas and enhance financial awareness and promote best practice procurement.
- Identify aggregated purchasing opportunities for client departments and relevant portfolio agencies based on analytics and spend patterns.
- Review and analyse financial information and prepare regular reports including spend analysis, financial commitments, variance reporting, cost centre audits, purchase order activity.
- Manage business systems to record, monitor, analyse and report on procurement activities within the portfolio. This includes review and analysis of financial information and preparation of regular reports including spend analysis, financial commitments, variance reporting, cost centre audits, purchase order activity.
- Preparation of written material, reports, briefs and correspondence for stakeholder including external entities, senior management, the Department's Executive and relevant Ministers
