Job Description
Are you passionate about optimising IT financial performance and building strong vendor partnerships? In this newly created role, AFCA is seeking an IT Financial & Services Portfolio Manager to take the lead in aligning IT services, contracts, finances, and vendor relationships with our strategic goals.
You will be responsible for managing IT finances, IT contracts, IT vendor relationships, and the IT service catalogue to ensure value, performance, and alignment with AFCA’s needs, while driving compliance and maximising cost-efficiency.
You’ll work closely with IT leadership, project managers, finance, and procurement teams to ensure our IT operations are not only efficient but also strategically positioned for growth and innovation.
As a key member of the Office of the CIO, you’ll play a vital role in the smooth execution of strategic initiatives and have the opportunity to make a tangible impact on AFCA’s success.
Your responsibilities in this role include:
IT Financial Management
- Manage and maintain budgeting, forecasting, and cost tracking across all IT functions including infrastructure, applications, support services, vendors, and projects.
- Maintain accurate records of actuals vs. budget and support regular financial reporting and variance analysis.
- Monitor IT expenditure, provide regular updates on their return on investment, and mitigate associated financial risks.
- Liaise with Finance to ensure alignment with corporate financial policies, account codes, and reporting cycles.
- Support financial modelling and planning for IT resourcing and investment cases.
- Contribute to annual IT business planning to align IT investment and spend across the IT domains and management team, ensuring expenses, vendors, project delivery, and continuous improvements are accounted for.
- Communicate IT financial and investment status and plans to internal stakeholders and senior management.
IT Service Catalogue Management
- Maintain the IT service catalogue, ensuring vendor contracts, SLAs, and licencing agreements are current, compliant, and cost effective.
- Collaborate with IT service owners to manage service lifecycle planning, including retirement strategies, requirements tracking, cost analysis, and prioritisation of new or critical services.
- Coordinate service catalogue planning with IT leadership, including tracking of status, prioritisation, funding, and approvals.
- Contribute to the communication of IT service changes and updates across the organisation.
- Contribute to and maintain IT service portfolio, vendor management policies and procedures.
IT Vendor and Contract Management
- Maintain IT vendor relationships, contracts, SLA’s, and licensing agreements.
- Ensure invoicing workflows are accurate and comply with contractual terms.
- Support vendor performance monitoring and service improvement plans.
Portfolio Governance
- Maintain, document, and appropriately socialise the IT financial and services portfolios.
- Ensure that all procurement activities, contracts, and service agreements comply with AFCA’s policies and legal obligations.
- Handle confidential and sensitive information with discretion, maintaining the highest standards of confidentiality and professionalism
- Monitor tracking metrics and contribute to IT dashboards and reports for executive visibility.
Qualifications
To be successful in this role, you will need:
- Relevant tertiary qualifications plus demonstrated expertise and experience working in or with an IT department.
- Experience with IT budget management, financial analysis, cost reporting, and vendor contract management.
- Experience in IT service management, IT service catalogue management, and software licence management.
- Excellent communication skills including strong oral and written communication.
- Able to work autonomously and as part of a team.
- High degree of personal organisation and efficiency.
- Ability to build relationships internally and liaise professionally with other managers and staff at AFCA.
- Strong attention to detail, quality of data, and an excellent level of proficiently in MS Excel, Word, PowerPoint and financial tracking systems.
