POSITION OBJECTIVE / OVERVIEW
To ensure the efficient coordination, resourcing and supervision of operations, construction and maintenance of Council’s water and sewage treatment plants, pump stations, plumbing and water infrastructure to achieve the desired quality outcomes in accordance with Council’s Operational Plan and budget.
KEY ACCOUNTABILITIES / DUTIES
Water & Sewerage
Supervise and operate the water, sewerage and swimming pool systems within acceptable Australian and health standards, and particularly the Drinking Water Quality Management Plan (DWQMP) for Council's water supply;
Supervise Water and Sewerage staff ensuring Council’s Human Resources policies, procedures and practices are appropriately implemented;
Efficiently maintain and permanently repair water and sewerage associated infrastructure;
Identify and recommend appropriate suitable improvements that would facilitate better services, improve efficiency and contribute positively to the objectives stated in Council’s Corporate Plan;
Undertake plumbing, drainage, and gas fitting works associated with the construction, maintenance and operation of Quilpie Shire Council assets;
Manage the operation of the water and sewerage treatment plants and associated pump stations;
Plan and co-ordinate work to minimise disruption to customer services;
Coordinate and assist in the preparation of materials and quantities lists for water and sewerage maintenance or construction works;
Assess deficiencies within the water and sewerage systems and prepare maintenance schedules for future works;
Coordinate the prepared planned maintenance schedules to reduce responsive maintenance and unplanned customer service interruptions;
Provide accurate technical advice relating to plumbing and drainage works to both internal and external customers;
Coordinate and conduct water and sewerage test schedules and ensure efficient delivery of samples as required by Council’s DWQMP;
Conduct, process and review regular inspections of the water & sewerage systems carried out by private plumbers and lodge applications to issue certificates as required, as Council’s plumbing inspector;
Monitor and complete updates to GIS Mapping systems;
Provide current asset management documentation including Drinking Water Quality Management Plan and GIS information on infrastructure;
Maintain management documentation in relation to drinking water quality; and
Organise and record all drinking water testing and sewerage testing as required by the Water Regulator (DWQMP) and the Environmental Licences;
Respond to unplanned customer service interruptions and customer enquiries to ensure high customer satisfaction;
Monitor the ongoing costs of works ensuring they are within the allocated budget requirements and take corrective action if required;
Source and prepare quotations in accordance with Council’s Procurement Policy- ; Monitor store requisition for stock and order materials for all works as per Council’s Purchasing Policy; Prepare and provide estimates of cost for private works and projects as required by the Deputy Director of Infrastructure Services; an

Participate in the development and continual improvement of water and sewerage standards and compliance across all council assets and facilities.
Plant
Operate and maintain equipment, plant, and machinery in accordance with Council requirements and to manufacturer’s instructions;
Ensure all plant is adequately cleaned after use;
Ensure all items of plant are accurately recorded on timesheets; and
Ensure all plant defects are recorded promptly and on weekly plant reports.
Leadership & Teamwork
Assign tasks, liaise, and provide direction and work instructions to team members to ensure timely completion of works;
Liaise with other sections regarding the prioritisation of work to be undertaken;
Supervise Water and Sewerage staff ensuring Council’s Human Resources policies, procedures and practices are appropriately implemented;
Ensure Daily toolbox talks are completed including discussions regarding work activities and issues, and notifications from other work crews or departments within Council;
Develop and monitor training plans for Water & Sewerage staff;
Ensure that apprentices are provided with targeted and varied training and support to ensure successful completion of a formal trade qualification as per training plans;
Carry out discipline processes as required and escalate as necessary following policies and procedures;
Engage, supervise and manage contractors on and off site as required;
Maintain a safe, secure, and healthy work environment by following guidelines, standards, and procedures;
Prioritise workload whilst motivating and effectively managing staff;
Actively participate and on occasion lead team meetings and training opportunities;
Work with the Human Resources department to support recruitment processes within Water and Sewerage department or others;
Regularly communicate with staff on any safety matters as required;
Motivate, mentor, and inspire team members through a positive attitude to achieve best practice in their respective work; and
Provide ongoing and unbiased feedback that supports positive improvement and allows team members to learn and improve.
Other
Ensure Workplace Health and Safety policies and procedures are implemented and followed to the highest possible level of safety for staff, contractors and visitors to Council facilities;
Ensure own professional development in areas of Water and Sewerage legislation and industry standards, and communicate any updates or matter to team members for discussion;
Build and maintain strong working relationships with and between internal and external stakeholders;
Ensure timesheets are accurate and completed weekly;
Always apply OHS principles and practices within the work environment and ensure compliance with protective equipment; and
Any other duties and responsibilities as requested by the Deputy Director of Infrastructure Services, Director of Infrastructure Services or other authorised representative within the skill set of the incumbent.
Desired Skills and Experience
QUALIFICATIONS, KNOWLEDGE, SKILLS and EXPERIENCE
Essential
Trade qualifications in Plumbing, Draining and Gas fitting;
Minimum of five (5) years’ practical and/or supervisory experience in water & sewerage activities or similar;
Knowledge of local authority water and sewerage infrastructure operations;
Knowledge of job costing and cost control;
Working knowledge of legislation relevant to the position;
Working knowledge of the plumbing, drainage and wastewater management standards;
Understanding of Drinking Water Quality Management Plans;
Knowledge of quality assurance principles and practices;
Working knowledge of on-site domestic wastewater management;
Current General Construction Induction Card;
Current Queensland ‘MR’ Class Drivers Licence or willing to obtain within 3 months;
Ability to read, interpret and understand engineering design drawings;
Sound oral and written communication skills;
Suitable working knowledge of computers and relevant applications; and
Current Tetanus, Hepatitis A and Hepatitis B immunisations (or willing to obtain) No exemptions can be given for this requirement.
Desirable
Local Government Industry experience;
Relevant plant operator certificates of competency; in particular excavator/ backhoe and skid steer; and
HR Class Drivers Licence.
